Penrith Council appointed Avenor Development Services for the development of the Penrith Council Chambers. The Project comprises enhanced commercial amenities within the ever-expanding Penrith CBD.

Avenor managed the repositioning of the site, heritage interpretation strategy, detailed business case, design competition and Development Application to capture the Council’s vision to create an innovative, inclusive, flexible and landscape infused A-Grade commercial office development.

The Business Case produced by Avenor captured prospective funding structures, value management pathways, feasibility analysis including scenario and sensitivity analysis, risk assessments and implementation plan.
